Fire on the Ore Carrier: What Bridge and Engine Room Owe Each Other Before It Happens

Most of us have stood a watch on a loaded bulker or general cargo ship. We know how thin the margin gets once smoke shows on a hold.
Why Cargo Fires Are Different
A fire in accommodation or the engine room is bad enough. Add ore, grain, coal or lithium cells packed in containers, and the arithmetic changes completely once cargo's involved. You may not be able to open the hold to fight it without feeding the fire oxygen. You may not even know what the cargo is doing chemically while it burns.
The moment cargo fire is suspected, the officer of the watch's job splits in two. Fight the emergency per the muster list. Start a continuous log of hold atmosphere readings, temperatures and any change in cargo condition.
Regulators are watching this closely. Fire safety was the leading category of detainable deficiency recorded by ClassNK in 2025, with 426 detainable deficiencies against 425 total detentions that year. The list included fire detection and alarm systems, fire pumps and pipes, and fire drills themselves 2. A watch officer who can't produce a clean log is handing inspectors or insurers the gap they're looking for.
Cargoes That Demand a Pre-Loading Conversation
Self-heating solid bulk cargoes sit at the top of that list. Coal especially, along with some ores and certain seed cakes, earn a mandatory fire readiness conversation between bridge, deck and engine room before the hatches even open. Grain belongs there too. So does anything carrying lithium batteries.
Coal. The IMSBC Code requires the shipper to declare in writing whether a coal cargo is liable to self-heat or emit methane, but declarations from certain loading regions can't be trusted at face value. The safer working assumption, backed by loss prevention advice from P&I clubs, is to treat all coal as self-heating until frequent gas measurements prove otherwise 3. Before loading, the chief engineer needs to know what gas detection is fitted over which holds, what the alarm thresholds are, and who on the engine room team is qualified to read a Draeger tube at 0300 without waking the whole ship to ask.
Grain. Carries its own self-heating and shifting risks and deserves the same conversation.
Lithium cargoes. Turning up more often in general cargo and container-on-deck stows. They burn hot enough to reignite after what looked like a knockdown. Standard fire main tactics don't do much against them. The pre-arrival brief should cover exactly where those units are stowed relative to accommodation, fuel tanks and escape routes, not just the fact that they're aboard.
Alongside vs Underway: Two Different Emergencies
Fire reported while docked. Your first move as duty officer is shore liaison, not firefighting command. Confirm the gangway watch has shore fire services a clear route in. Put mooring lines and tugs on standby in case the vessel needs to come off the berth. Stop cargo operations cold.
The port's fire service becomes the primary responder once alongside, as happened at Midia. ISU Constanța sent five fire engines and CBRN units, along with ladder trucks and medical teams, to the vessel 1. Your crew's job is containment, boundary cooling and keeping the shore teams informed of what's inside, not going toe to toe with a stern fire that's already established.
Underway, there is no shore brigade coming. Command sits entirely with the master. The engine room's first job is securing ventilation and fuel supply to the affected area while deck teams execute boundary cooling and, if the code and cargo allow it, hold flooding or CO2 smothering.
SOLAS requires drills to be run as if the emergency were real, and if more than a quarter of the crew hasn't drilled in the last month, a fire drill is required within 24 hours of leaving port. That rule exists so nobody is improvising their role for the first time mid-fire 4.
What Port State Control Will Ask For
Classification societies and port state control don't wait for a fire to check your fire readiness. The 2026 ClassNK annual report shows fire safety items (fixed fire extinguishing installations, fire doors, emergency fire pumps, detection and alarm systems) as the single largest driver of detainable deficiencies across the fleet 2.
On bulk and general cargo ships carrying ore, coal or grain, expect PSC to ask for the IMSBC cargo declaration, gas monitoring logs and evidence of the pre-loading fire brief. If you can't produce a monitoring log that started before the hatches closed, that's the finding.
